Glossary

Providing the safest environment possible is an integral part of Riverland Community College's educational mission.

The report provides statements of policy for a broad range of safety and security programs including crime prevention and reporting, personal safety, law enforcement and a 3-year statistical review of designated crimes on campus (see following page).

Information about level three sex offenders attending Riverland can be found at the Department Correction's Web site http://www.corr.state.mn.us/level3/Search.asp and information about level two offenders attending Riverland can be found by contacting local law enforcement.

The crime statistics listed below include crimes committed on thecampus resident hall (Austin), adjacent public property, and the college campuses.

1. Campus Security:
Riverland Community College encourages all students and College community members to be fully aware of the safety issues on our campuses and to take action to prevent and to report illegal and inappropriate activities. Personal awareness and applying personal safety practices are the foundation of a safe community.

Pursuant to the Student Right to Know and Campus Security Act, Riverland Community College monitors criminal activity and published a crime report found on the college website, maintains a three year statistical history of each campus, and at off campus property or facilities owned or used by Riverland Community College or recognized College organizations. The College will distribute a copy of this report to each current student and employee. Riverland Community College will notify prospective students and employees of its availability, and Riverland Community will provide a copy of the report upon written request.

Riverland Community College currently has a variety of policies and procedures relating to campus security, and it expressly reserves the right to modify them or adopt additional policies or procedures at any time without notice. Such changes may appear in successive issues of this report.

2. Crime Reporting:

A. Reporting Policies & Procedures:
Any crime should be reported to a Student Service Center on each campus. The phone numbers are: Albert Lea: 507-379-3300 • Austin: 507-433-0600 • Owatonna: 507-455-5880

Everyone on campus is encouraged to report immediately any and all potentially criminal activity to the Student Service Centers or the Dean of Student Affairs or Vice President of Facilities.

If you are a victim of a crime or witness a crime: Call the Student Service Center located in the nearest building or the local Police Department for any emergency including medical assistance, fires, suspicious people or activities, crime reports, traffic accidents, or other illegal activities;

Obtain a description of the offender(s), including sex, age, race, hair, clothing, and other distinguishable features. Attempt to obtain a description and license number of any vehicle involved. Note the direction taken by the offenders or vehicles and report those to campus personnel or the police;

Preserve the crime scene: Do not touch any items involved in the incident. Close off the area of the incident and do not allow anyone in the crime area until appropriate campus officials and/or the local police arrive.

B. College's Response to Reports:
All allegations will be investigated. These investigations may be made in conjunction with the local Police Department or Sheriff 's Office. Reports will be classified by Dean of Student Affairs or the Vice President of Facilities with the appropriate police agency according to the FBI Uniform Crime Reporting Definitions.

When alleged perpetrators are identified as students, the case will be forwarded to College staff for investigation and appropriate action. Criminal investigation, arrest and prosecution can occur independently, before, during or after the campus judicial process.

The College will issue a timely warning to members of the campus community in cases of reported murder, sex offenses, robbery, aggravated assault, burglary, motor vehicle theft, and any hate crimes (manifesting evidence of prejudice based on race, religion, sexual orientation or ethnicity) of murder, forcible rape or aggravated assault, in cases where theDean of Student Affairs or the Vice President of Facilities determines there is a continuing threat to the College community. In such cases, timely warnings will be published through campus bulletins e-mail systems.

3. Policies Concerning Safety of and Access to Campus Facilities:
The campuses of Riverland Community College are for the use of the students, faculty, staff and their escorted guests and those on official business with Riverland Community College. All others are subject to being charged with trespassing. Access to campus buildings is limited to normal business hours, unless approved by appropriate College personnel prior to usage. Students, faculty, staff and visitors are encouraged to report needed facility repairs to the Student Service Center.

Policies and procedures for safe access to buildings: Keys are issued to authorized faculty, staff and students only. A record is kept of keys issued with the recipient's signature. Exterior building doors should not be blocked open when the doors are locked. Building evacuation is mandatory for all fire alarms. Individual academic buildings are normally open from 6:00 a.m. until evening classes end at 10:00 pm and for scheduled weekend classes and special events. On-campus telephones are located in most buildings for emergency calls to the Student Service Center or local police department. These telephones are also capable of dialing 9-911. Problems related to people in buildings after hours should be reported to Human Resources.
